The Upper Westmoreland Community Development Fund commenced operations February 1993. This was one of an initiative started out between Micro Investment Development Agency, MIDA, through its field officers, Paul Buchanan, then Technical Director, Eveland Marks, Parish Development Officer, and the people of Eastern Westmoreland. Savings groups called Community Revolving Funds (CRF) were established in Darliston, Berkshire, Beeston Spring and Bethel Town.

The Member of Parliament, Prime Minister Rt. Hon. P.J. Patterson initially gave one hundred thousand dollars ($100,000.00) from his Social and Economic Support Programme, (SESP) funds, as Equity Funding (Seed Capital). At the launch he challenged the people to save and he would match savings over six (6) month period. The groups saved seven hundred thousand dollars ($700,000.00), and he made good his promise.


Selection of a Board of Management was done, through nominations and elections and an application made to the Registrar of Companies. The Fund was registered under the Industrial and Provident Societies Act, Chapter 159 on December 24, 1992.

Presently the Fund serves the communities of Whitehouse, Petersville, Darliston, Beeston Spring, Bog, New Works, New Roads, Bethel Town, Ashton, Lambs River, St. Leonard's Berkshire, Pisgah and Dundee.


To date over 550 projects have received assistance under specialized programmes. Also, loans in excess of $43 million dollars have been disbursed. Some of the areas receiving assistance are horticulture, poultry, agriculture, trading haberdashery, craft, aquaculture and fishing, welding and commercial transportation.


The Upper Westmoreland Community Development Fund remains committed to its Mission Statement, which states:

"To broaden the economic endeavour of our members and to increase their productive capacity through savings, credit and training."
